Bihar Bhawan is the official state mission of Government of Bihar in New Delhi to maintaining a statutory representation in the National Capital, liaison with the federal Government on behalf of the Government of the state and to connect with the Bihari Diaspora in the national capital. It is also the official home away for the Chief Minister of Bihar and other dignitaries of the state government visiting New Delhi for administrative purposes. Recently, this statehouse in the capital served a charioteer during the corona lockdown as it was operational 24x7 to reaching out, assisting and helping millions of migrants of Bihar who were stranded in various Indian parts.
The Resident Commissioner (RC) of Bihar Bhawan is the authorized representative of State in the National capital who ensures possible liaison between the government of State and the government in the Centre, and between the State Government and several diplomatic guild and associations. He/she administers a secretariat level establishment controlled by the honorable Chief Minister of the State.
Palka Sahni is the current Resident Commissioner of Bihar Bhawan. She is the senior officer of Indian Administrative Service (IAS) who has served as District Magistrate in Jehanabad, Khagaria and Nalanda in Bihar.
She in the past has served as the Director in the ‘Department of Industrial Policy and Promotion, Ministry of Commerce and Industry’, where she managed some flagship undertakings of the Government of India such as “Make in India” and “Ease of Doing Business”. She has also led a team that played a pivotal role in making India enter the top-100 in the World Bank’s “Ease of Doing Business” rankings.

The Makar Sankranti festival was celebrated in Bihar Bhawan on 14th January, 2021. An afternoon Dahi-Chura bhoj was organized in Bihar Bhawan lawns for the officers and employees of Bihar Bhawan. A packet of chura-tilkut procured from Bihar was gifted to senior dignitaries of Bihar staying in Delhi who could not attend the sankaranti bhoj due to pandemic.
On 26th January, 2021 Republic Day was celebrated in Bihar Bhawan and Bihar Niwas with hoisting of National Flag by Smt. Palka Sahni, IAS, the Resident Commissioner, Bihar and followed by cultural events depicting the glory of our constitution at Bihar Bhawan lawns.

She was the ‘Special Resident Commissioner’ of Bihar during the Corona lockdown effectively tackling the concerns of migrant labourers of Bihar stranded in various Indian states after the nationwide lockdown.
There is a provision of Government of Bihar whereby the residents of Bihar with an annual income of less than Rs. 2,50,000/- can get specified medical aid in cure of certain serious ailments if the treatment is undertaken in CGHS empanelled hospitals. The aid for such patients for treatment in hospitals outside Bihar can be applied for and availed at Bihar Bhawan, New Delhi.

The RTPS Centre at Bihar Bhawan was inaugurated my Hon’ble Chief Minister, Bihar on August 15, 2012 as a centre for collection of the Caste, Residential and Income Certificates. The centre acts as convenient collection centre for the Bihari population residing in and around Delhi. An online application form has to be filled and the option for collection at Bihar Bhawan has to be selected.
